Are you only using Google to perform your search?
Maybe you could come up with a list of 10-15 key words first that you think it might fall under.
Title, Subtitle, subject, topical subject key words, date ranges.
Additionally, if this is only an internal database, then have you tried to contact them directly?
So if the content is externally indexed across the Internet then you have the choice of using more than 2,300 search engines outhere,
and they all search differently. Google only bases its searches on link popularity, so if this is not a hugely popular link/source then it may be difficult to find.
